Photocells are commonly used for exterior lighting because they are fairly inexpensive and automatically adjust to changes in daylight hours. They require special considerations for placement, though and cannot handle large voltage fluctuations or power surges from shorting breakers for example .
Mechanical timers are also inexpensive and easy to install, but they have to be manually adjusted to account for daylight savings time. Astronomical timers that self-adjust for those changes are available, but they come at a higher price.
